Executive Director

Ngy Hul

Qualification and Experience:
Extensive experience leading grassroots, non-profit agency including advocacy for services for refugees and immigrants, program design and management, budgeting for performance-based and cost reimbursable contracting. Ngy began his career as a bilingual/bicultural case manager after resettling in King County and has held various positions at RFSC over the years, until being selected as the Executive Director by the RFSC Board of Directors in 2000. Dedicated and committed to ensuring all refugee communities and have the services they need to be successful.  
Roles and Responsibilities:
Responsible for overall organization’s operations. Carry out the mission and the vision of the organization. Responsible to all funding agencies and other interested parties. Update and report to Board of Directors on regular board meetings regarding overall financial as well as operational situation.  Responsible for well-being of agency’s personnel.

Rathida Phimviengkham

Qualifications and Experience:
Rathida has a Bachelor of Arts in Accounting with 30 years of experience involving general ledger and fixed assets accounting, payroll, complex financial reconciliation, and budget development and presentation, and board development.

Oversee and responsible for accounting functions.

Lan Le

LEP Pathway Employment Program Manager
Qualifications and Experience:
Lan has 32 years of experience at RFSC and started as a bilingual/bicultural Case Manager. She has extensive experience (20 years+) with eJAS and management reports. Lan also has three years’ experience as the program manager for RFSC’s Federal Office of Refugee Resettlement (ORR) program to serve newly arriving refugees. As a result, she has extensive experience designing work experience (WEX) placements for refugees and immigrants that meet the needs of both the participant and the employer. She has a strong network of employer partners, including non-profit agencies willing to support and train refugee and immigrant participants.
Roles and Responsibilities:
Responsible to administer and manage the Limited English Proficiency (LEP) Pathway Employment Services Program. Main contact point with ORIA/DSHS Program Manager, CSO Social Workers. Administer the monthly program performance progress, support services, updating any policy changes to program staff. Work with RIMS data collection system Coordinator to ensure the monthly billing invoices will reflect the monthly staff report in the eJAS system. Provide ongoing meetings/communication with program staff to ensure that the monthly performance goals are delivered. Responsible for managing the program to ensure that the objectives and the goals of the program are in compliance with the contractual requirements. Supervise all LEP Pathway Employment Services program staff.

Mengstab Tzegai

LEP Coordinator/Eritrean Case Manager
Qualifications and Experience:
25 years as a bilingual/bicultural Case Manager at RFSC (1998 to present). LEP Coordinator since 2010, Mengstab has extensive experience with the Eritrean community as well as assisting other staff members if needed.
Roles and Responsibilities:
Provide direct services to Eritrean and other eligible clients for the LEP Pathway Employment Program. The services will include intake and assessment for clients referred by DSHS and self- referral clients from the Eritrea and eligible clients from other communities. Assist the LEP Pathway Program Manager in planning and coordinating of program activities to ensure that the monthly required core services are delivered. Work with the CSO Social Workers as back-up person when the Program Manager is not available.

Yodit Teklemariam

Ethiopian Case Manager
Qualifications and Experience:
Yodit has 12 years of experience at RFSC as a bilingual/bicultural Case Manager. Yodit has extensive experience providing case management services and employment training services to Ethiopian and eligible clients from other communities.

Conduct outreach and recruitment to different organizations. Provide initial intake and assessment process, conduct employment orientation, job search training, job development, referral, and placement/retention. Provide WEX assessment and placement/ follow up. Prepare monthly reports and maintain client’s records. Work closely with the CSO Social Workers regarding client’s situation.

Ali Ismael

Position:
Instructor/JMS/Iraqi Case Manager.
Qualifications and Experience:
Ali has nine years of experience as an instructor/ Iraqi Case Manager at RFSC. Ali has extensive experience providing case management services and employment training services to Iraqi and eligible Middle East communities members.

Watheq Al Daraji

Position:
Iraqi Case Manager.
Qualifications and Experience:
Watheq has four years of experience as an Iraqi Case Manager at RFSC. He has experience providing case management services and employment training services to Iraqi and eligible Middle East communities members.

Hava Jazvin

Position:
Senior Bosnian Case Manager/ Instructor.
Qualifications and Experience:
Hava has performed a variety of duties at RFSC since 1999. She has served as a Case Manager, program coordinator and workshop trainer. She promotes participant self-sufficiency and has extensive direct service experience. She has interviewed participants and discussed employment-related problems that affect productivity. Hava has explained the rights of refugees to participants as related to education, health, social services, and employment. She networks with other community organizations to benefit her clients. Hava has facilitated, taught, and trained hundreds of participants in the job search workshop. She has effectively revised the curriculum to meet the needs of each population, and strongly collaborates with the Case Managers. She has very strong skills related to delivering the curriculum in a way that participants understand the skills needed to gain and maintain employment, but also in a way that respects and honors their cultures and traditions.

Galina Ivanyuschenko

Position:
Senior Ukrainian Case Manager
Qualifications and Experiences:
Galina has 22 years as a bilingual/bicultural Case Manager at RFSC. She has significant experience working with LEP participants and providing initial intake, assessment, CASAS testing, career guidance and counseling for short/long-term employment career goals. Galina has experience with daily eJAS reports, contacting employers, and making referrals. She has assisted participants with job applications and initiating and maintaining ongoing personal contacts with a variety of businesses and providing social services to help clients and their families become self-sufficient.

Lidiia has 1 year experience as a bilingual/bicultural Case Manager at RFSC.   She has many years of experience as a Ukrainian teacher in Ukraine and also has extensive experience working as volunteer in Ukraine community. She earned master’s degree in education from Ukraine.

Qualifications and Experiences:
Adam has ten years of experience working with Afghan refugees in different capacities including interpretation, translation, counseling, teaching English as Second Language and job training and job placement. He earned bachelor’s degree from Nangarhar University, Afghanistan.

Provide initial intake and assessment process, conduct employment orientation, job search training, job development, referral, and placement/retention. Teach basic education, life skills, job readiness, and basic computer. Work closely with the CSO Social Workers regarding client’s situation.

Job Marketing Specialist/ Instructor
Qualifications and Experience:
20 years of experience as a job marketing specialist at RFSC. Seila has extensive experience with employers in the electronic assembly sector and employers interested in working with refugees and immigrants. Seila has strong ability to match job-ready refugee and immigrants with employers and support both the employer and the client.
Roles and Responsibilities:
Establish and develop employment opportunities to reflect program’s participants interest, skills, experience, and goals. Reach out to new employers and new job sites, introduce RFSC to local employers, follow up a phone call to employers to set up an initial meeting with appropriate company personnel.  Search Online job boards, Company websites, Recruiters, Cold Calling, Networking, Referrals. Locate the suitable employment opportunity for the program’s participants. Provide job coaching, Pre-interview preparation, Job referral, Job Placement, and follow-up/job retention.
